Health financing, costing and HTA support in Uganda
Uganda's National Health Compact commits to fast-tracking a mandatory National Health Insurance Scheme and a ten-year health financing strategy. Both need costing, financing analysis and evidence on value for money. We support government, partners and researchers from our East African base.
The health economics context
Low insurance coverage and a delayed scheme
The Compact reports that health insurance covers about 1.1% of the household population and that the establishment of a National Health Insurance Scheme has been delayed for years, with a draft bill from 2023 still awaiting approval. It commits to fast-tracking a mandatory scheme with financial protection for the informal sector, elderly and vulnerable populations.

A financing strategy and insurance set-up
The Compact's health financing pillar includes technical assistance for a ten-year financing strategy and the set-up costs of the National Health Insurance Scheme.
