The health economics context
Health financing after the external funding cuts
US global health funding fell sharply in 2025. Think Global Health reported a proposed US$9.4 billion for global health in 2026, 16% below the previous year, leaving African governments under pressure to raise domestic health spending and prioritise more carefully.

A continental financing agenda
Africa CDC's health financing agenda includes updating national health financing plans in 30 countries, piloting new revenue mechanisms and launching transparency dashboards.

National health insurance reforms across the region
South Africa's National Health Insurance Act, signed in May 2024, is one of several national insurance reforms across the region. Each needs benefit-package costing, premium setting, tariffs and health technology assessment.
A thin health financing workforce
A nine-country assessment found significant gaps in the health financing workforce needed to raise and allocate resources for health, and recommended partnerships with academia and in-service training.
