The health economics context
The fifth health sector strategic plan puts cost-effectiveness at the centre
Rwanda's Health Sector Strategic Plan V (2025–2030) names cost-effectiveness analysis and strategic purchasing as part of its health financing approach, and projects a financing gap of 21–32% to be met through more domestic and private funding.

Community-based health insurance faces rising costs
New Mutuelle de Santé contribution rates were introduced in February 2026. RSSB reported that members' treatment costs had doubled over a decade, from RWF 39 billion to RWF 98 billion a year, while contributions covered about a third of treatment costs.

HTA informs the benefits package
HTA was introduced by the Rwanda Social Security Board with the Ministry of Health to inform the design and review of the health benefits package. The authors noted that the work had relied on international experts because of local capacity gaps.
Domestic financing after external funding cuts
Rwanda is among the countries that reported mobilising domestic resources to maintain priority HIV programmes previously funded by the United States.
