Health financing, insurance and economic evaluation support in Nigeria

Nigeria's National Health Insurance Authority Act made health insurance mandatory and set out a fund for vulnerable groups. Delivering on it needs costed benefits, sustainable financing and evidence on value for money. We support government, insurers, partners and researchers across sub-Saharan Africa, working remotely and on site.

The health economics context

  • Mandatory health insurance

The National Health Insurance Authority Act was signed into law in May 2022. WHO reported that it makes health insurance mandatory for all legal residents in Nigeria and expands coverage to over 83 million poor and vulnerable people, and noted plans to establish a Vulnerable Group Fund.

  • Financing after external funding cuts

The proposed US budget for global health in 2026 was reported to be 16% lower than the previous year, with countries struggling to move away from donor-dependent models while funding remained uncertain.
