Health financing, costing and HTA support in Kenya

Kenya's move to the Social Health Authority, with a panel mandated to use health technology assessment for benefits and tariffs, is creating demand for local costing, cost-effectiveness and budget impact evidence. We support government, insurers, partners and researchers from our East African base.

The health economics context

  • A new insurer and a benefits and tariffs panel

    The Social Health Authority replaced the National Hospital Insurance Fund, with the Social Health Insurance Fund operating from 1 October 2024. In February 2025 the Ministry of Health announced a Benefits Package and Tariffs Advisory Panel to recommend benefits and tariffs, using health technology assessment.

  • Domestic financing after aid cuts

    UNAIDS reported that Kenya was among the countries mobilising domestic resources to maintain priority HIV programmes previously funded by the United States.
